India is rapidly emerging as a global hub for semiconductor innovation, driven by a robust government push, exceptional design talent, and strategic investments in research and skill development. Over the past decade, the Government of India has allocated ₹2859 crore to semiconductor Research & Development (R&D), with an additional ₹298 crore dedicated to skill development and capacity-building initiatives. These efforts have positioned India as a key player in the global semiconductor ecosystem.

India’s Global Semiconductor Leadership

According to the SemiconIndia Future Skills Talent Committee report, India was home to 1.25 lakh semiconductor design engineers in 2022, accounting for 19% of the global design engineering workforce. As per the Semiconductor Industry Association (SIA) and Boston Consulting Group (BCG) report of 2024, India hosts 7% of global chip design facilities, underscoring its growing prominence in the semiconductor sector.

Massive Investments in R&D

To foster innovation, the Government of India has implemented a dedicated R&D scheme through the Ministry of Electronics and Information Technology (MeitY). With an annual budget allocation for electronics and semiconductor R&D since 2014, the country has supported research in areas such as:

  • Nanotechnology
  • Semiconductor materials and processes
  • Chip design
  • Semiconductor IP cores

In 2021, the government approved the Modified Programme for Semiconductors and Display Fab Ecosystem with an outlay of ₹76,000 crore. Notably, 2.5% of this budget is allocated to R&D, skill development, and training, while ₹1000 crore has been earmarked under the Design Linked Incentive Scheme to bolster fabless chip design and semiconductor R&D activities.

Nurturing Talent for the Semiconductor Ecosystem

India’s success in the semiconductor space is deeply rooted in its ability to nurture world-class talent. MeitY has launched several skill development and capacity-building programs, including:

  • SMDP-C2SD (Special Manpower Development Programme for Chips to System Design) (2014–2021)
  • Indian Nanoelectronics User Programme (INUP) (2014–2019)
  • INUP Idea to Innovation (launched in 2021)
  • Chips to Start-up (C2S) Programme (launched in 2022)

These initiatives aim to bridge workforce gaps and equip engineers with the necessary skills to thrive in a competitive global semiconductor market.
